WHAT IS THE COST OF NOT TAKING ACTION? 

Have you ever considered that simply by Not Taking Action – you are taking action.     True you may be avoiding another action that you for some reason don't wish to take – but that in itself is taking an action.      Not Taking Action occurs for a variety of reasons.  Here are the ones I use, (maybe they 'll sound familiar to  you too) 

I don't know what to do.   What if it goes wrong/doesn't work out?  It's too hard.  No-one else has to.

TAKING ACTION -requires some effort, some consistency and some inner delving.   Before you can begin to take action, you need to have some sort of idea as to the result you want to create and how you plan to go about getting that result. 

Often – the reward does not feel comparable to the effort required or the action that is needed – so we opt for not taking action.
